You can probably say that that whole development is mediated by some degree of racism, as most Germans aren't really able to differentiate between different Asian people and to them Vietnamese sushi is thus perceived as "authentic". But you can't really blame the Vietnamese community for adapting whatever strategy allows them to successfully run a business in adverse conditions imo.
