I've been on record saying that we should differentiate more clearly between quoting as journalism or academic discussion vs. quoting as “I found a cool post, please go interact with it.”
FEP-044f quotes are pretty clearly built for the second variant, which is how their safety features make sense. Twitter quote posts AIUI started as the first and morphed into the second. I think Hubzilla and Friendica do their quotes more in line with the first idea.
