Then extracted the broken bolt with a set of left-handed drill bits, which I've had mixed success with in extremely salt-water rusted boat stuff, but this time they worked a charm.
Probably also because it was steel in steel, not steel bolts in cast aluminium with salt water corrosion, which is absolutely horrible.
New seal sleeve on the steering, new bearings on the bevel gears and onto the next part, the vertical shaft.
