Direct democracy should be referendum based after professional, televised public debates held at both the local and national levels - similar to the Swiss model.
Lords should be reconvened as elected representatives of each county, and must have served in public office for more than 4 years.

The monarch should then have the power to be invoked by the public if all other layers of governance fail or a movement becomes a threat to either national security or cultural stability.
