I have tried, and tried, and I still don't understand wtf is going on with local government in Connecticut. All of it seems to boil down to "because 1600s".

The state consists of 169 towns that cover every square inch of the state. County governments were abolished in 1960 (though the counties themselves still exist). Of those 169 towns, 19 are also cities, called consolidated city-towns, where the cities and towns are coterminous (they share exactly the same boundaries) and have a single municipal government.

So the City of Hartford is coterminous with the Town of Hartford, and both are within Hartford County, which has no government.

Then you've got the City of Groton, which exists inside the Town of Groton, meaning residents are subject to two municipal governments.

Apparently there are also boroughs, some of which have their own governments within towns. Except Naugatuck, which is a consolidated borough-town.

Everything else seems to be just regular towns.

I think.
