but, they're not? translations need to be version tracked with the code that uses it, when i check out an old tag, and i build that, i expect the translations to match
if they're completely separate, then i'd be building against newer translations for a version of the code that might've dropped or changed translation lines the version i'm building needs
changes in UI code reflects changes in translation, and sometimes changes in translation (e.g. adding RLT support where none existed before) can reflect in needed code changes
