I'm not sure I really understand how this is particularly unique to robo-cars?
People can physically block a regular car with a driver, and if they do, what, really, is that driver going to do about it? Two cars could block you in, in front and behind, in a place where you can't drive around them.
Maybe the problem is people illegally detaining people in other cars, and we should prosecute them for their crimes?
