And I think the answer to "but look at all the Jews in Russia" is basically just that Putin has no real motivation to throw them out. They're helpful and they know how to follow the rules. "But they're not loyal" - in the world of geopolitical fuckery, NOBODY is really loyal, so that doesn't change much from Putin's perspective...
