the big problem with 20mph is that it feels *glacially slow* when you hit it from any other speed limit. Presumably the solution to that is just to make it 20mph everywhere.
Cruise control has 20 as a minimum so I can press one button and then just watch the jerk behind me slowly lose their mind.
