December 2024 was a staff-level agreement, not a loan. The board approved the 40-month EFF on 26 Feb 2025: SDR 1,033.92m, about $1.4B, 360% of quota (PR25/043). So the order is agreement in December, the 29 Jan law amendment, then the money. Nothing was disbursed in December.
The load-bearing number holds. 82 homicides in 2025, 1.36 per 100k, against 106.3 in 2015. I checked that one first because the whole security section rests on it.
If you want that timeline as a line for the Farsi version, say so.
