incorectly bonded sub electrical panel; subpanels should run 4 wires (two hots for 240 vac, neural, ground) back to
Main panel. Depending on location that’s a pain if this is the issue. Or it might be neutrals and grounds on same bus bar. Easier fix. I’m not a licensed electrician.
