Death of worker at Russian anti-plague institute in Irkutsk: Darya Shipilova, 28, an employee of the Anti-Plague Institute of Siberia and the Far East in Irkutsk, died the night of 2 October at a hospital in Shelekhov after severe pneumonia. -US Events-
1. Trump approves firing-squad execution of Nidal Hasan: The Pentagon said SECWAR Pete Hegseth recommended, and President Trump approved, execution by Army firing squad of former Army major Nidal Hasan. Hasan was convicted in 2013 of killing 13 people and wounding 32 in the 5 November 2009 shooting at Fort Hood, Texas. Pentagon spokesperson Sean Parnell said the Secretary of the Army will set time and place. If carried out, it would be the first U.S. military execution since 1961 and the first military firing-squad execution since World War II. Under the Uniform Code of Military Justice a court-martial death sentence requires presidential approval. (Reuters)
2. Third U.S. carrier strike group moving toward the Middle East: WORLD Radio reported the USS Theodore Roosevelt carrier strike group is en route to the Middle East as a third U.S. carrier in the theater, while the administration weighs further strikes in the war with Iran. (WNG)
3. DOJ Charges 16 Foreign Nationals Across U.S. with Election Crimes, Including Illegal Voting: Federal prosecutors said they have charged more than a dozen foreign nationals in Florida, Louisiana, Wisconsin, and Minnesota with election crimes. 10 foreign nationals were charged with similar crimes last month, including illegally voting in the 2024 presidential election, the 2022 midterm elections, and the 2022 primary elections. (Breitbart)

-Regulatory and Legal-
1. Treasury Kills Crypto 'Unhosted Wallet' and Mixer Surveillance Rules: FinCEN withdrew its 2020 "unhosted wallet" proposal, which would have required banks and money services businesses to keep records on self-custody wallet transactions over $3,000 and report those over $10,000.
It also dropped a 2023 proposal to label international crypto mixing a "primary money laundering concern," citing concerns it could chill legitimate activity. (Decrypt)
2. CFTC Unveils Plan to Bring Crypto Exchanges Under Federal Oversight: The CFTC published an advance notice outlining Regulation CTX and Regulation CAM, which would let crypto exchanges register as a new type of federally regulated "crypto asset market." Under the agency's preliminary reading, merely offering leverage could bring even fully paid trades under CFTC oversight unless customers take actual delivery of their crypto. The public has 60 days to comment. Exchanges that don't offer leverage could keep operating under state licenses. (Decrypt)
-CBDCs/World Currencies/Strategic Reserves-

That share was 3.5 times higher than in the previous period. The way stablecoins move through China-attributed wallets also suggests users may be treating them as transactional liquidity. (CryptoSlate)
