I didn't know this before I was made aware of your post. In my account, it already says that next time I will be billed 23,56 $ USD, which is 19,80$ plus German VAT - but there was no announcement via mail yet. I also just realized that last year I paid 11,90$, which is 10$ + 19% VAT, and before that I used to pay 10$ a year. So apparently either they didn't pay VAT before, or they quietly switched from showing the price including VAT to the price without VAT. The only email I got about this at that time was an announcement 15 days before it was billed, and it just said 11,90$ without mentioning that that was an increase compared to the year before.
