It sort of keeps charged. I have it on the hat shelf and the solar cell faces the light most of the time. But considering it's also crank/USB chargeable, I'm not too bothered about the solar cell. The one we have on our kitchen window works a lot better.

I think what one might need depends largely on what sort of comfort level one wants to maintain at minimum. E.g. I'm quite finicky about my hair brushes and the kind I like can be difficult to find, so I'd likely get one beforehand and make sure it lives in a bag ready to grab. It's not that I can't live without one, it's just that it's nice to have that base level of comfort and not have to think about getting a new item.
