There was a belief held between 2000-2008 that if democracy gets going in the so called cradle of civilization, it will spread and infect other parts of middle east. Sort of a democracy crusade. This was one of the reasons held to green light Iraq invasion after 9/11.

Whether that will be case is not yet conclusively proven true or false.
