"Everyone knows elections in Vienna are always won by the Social Democrats, who are reasonably popular and generally held to run the city fairly well. It's also one of the safest cities in Europe and regularly comes out near the top in quality of life surveys. What can we offer voters that might help them to see the ÖVP as a genuine alternative to the SPÖ and the Greens?" Something they can't offer?
