AA (npub1vu6…vcka) IBM still has the access and the nostalgia factor to get the first few projects going. They would then have to show that they are doing the right thing and meeting the customer's needs, which is easy given their tech stack. That would quickly earn them the trust they need.
Unfortunately, with the dashboard, they more likely show customers that they neither understand the issue nor care. After all, neither the ICC nor the Dutch Civil Service would be secured by a dashboard.
