The rough plan, which will probably be immediately amended upon contact with reality:
Hook up the Pi with a TTL serial cable, Ethernet, and power it through a relay board.

Build a minimal U-Boot that chainloads a full U-Boot over serial, flash that to the SD card

Build a full U-Boot (with my patches) that sets up netconsole and loads a signed FIT image with kernel, initramfs, and maybe devicetree from my TFTP server

Cross-compile a Linux kernel and modules for the Pi

Statically (musl) cross-compile BusyBox (with patches) for the Pi

Statically (musl) cross-compile Dropbear for the Pi

Statically (musl) cross-compile rsync (and whatever dependencies it has) for the Pi

Statically (musl) cross-compile gpsd for the Pi

Statically (musl) cross-compile chrony for the Pi

Statically (musl) cross-compile my temperature logger for the Pi

Script up something to build the initramfs

Set up runit as the init system and script an overlayfs setup

Iterate until it works properly.

I've done most of this before, and already have configs for several parts, so it *should* be relatively smooth. In theory.
