I think the current strategy seems more like forcing the global political climate towards authoritarianism & oligarchy everywhere and having the remaining husks of governments to pay for these armies. But as we're seeing with Starlink and other tech, overall control/backdoors remain privately owned, enabling coercion of the state apparatus to act on their behalf (or not, as in the recent case with throttling Ukraine's capabilities to defend)...
