Depends on the goal. with filters what you are saying is I will not help relay those txs. the effectiveness as a whole in the network depends on the node percentage with filters and the target. if we are talking about some dude wanting to spam for a laugh. then no it won't stop him. but thats ok imo. what a large odoption of filters can have impact is on crypto businesses relying on it, because if your business can only work with 5/10% of the network nodes, it might be a problem because it has less censorship resistance and more risk.
