There is no doubt in my mind that he knows that governments don't work that way.
But they used to. And ours certainly is. So he figures that it should and if he rattles his nukes loud enough, they will.

I don't care how bad of a student he was or how stupid people think that he is. He knows better, but because nobody pushes back, he can pretend to be ignorant.
I hate that there are so few spines in the upper eschelons of Government.
