yes indeed. Particularly in the multi party systems of continental Europe "liberal" means something very different from the US and to a degree also the UK I think. In many countries (and also in the Weimar republic) there were even several liberal parties. Typically one that was socially conservative but economically progressive and another one that was overall progressive
