Suppose you make an electronic widget. All the boards and all the cables and the knobs and switches and the outer case can be made elsewhere. They all can be put together into a few sub assemblies. When it arrives in the US, all you have to do is spend 10 minutes slapping it together. Then you can say assembled in the USA. Don't ask me how I know this.
