A Democratic source says Republicans and the White House did an "about-face" on a previously agreed provision that would have allowed state attorneys general to sue the DOJ for failing to enforce ethics provisions.
GOP sources say concerns were raised by senators not involved in the original discussions about allowing state AGs to bring actions against federal officials.
