tl;dr: the modern web is held together by a fragile social consensus that is now being violated so aggressively that we've noticed technical failures (eg overwhelmed sites). We need to block for mere 'bad behavior' violations of the social consensus¹ if we want to preserve it, not wait until our websites fall over.
