While it is true that Nazis made extensive use of Fraktur and it is associated with them to some degree, it is also true that it was the standard typeface used in Germany since the Gutenberg bible.

There is also an association with Hip Hop since the 90s, so it is not really so weird that they are using it in a video with a Jay-Z track.
