Luxon's claim that Aotearoa New Zealand cannot afford the infrastructure it needs is disingenuous. The government can borrow at a lower rate than any private sector company. We could develop an investment programme to deal with our infrastructure deficit, and pay less for it than the piecemeal passive-aggressive PPPs proposed by the outgoing government.
