Someone who was significantly smarter wouldn't have recorded himself plotting a conspiracy and ordering crimes. Someone who was significantly smarter wouldn't have even needed to commit those crimes in the first place, he'd have been able to win on his own merits. (Or, at least, using the great number of allowed unethical practices politicians use all the time) So, yeah, slightly smarter.
