Idea: HTTP header that instructs the user agent to try delaying repeat requests, such as refreshes. A browser might grey out the refresh button and show a dialog saying "www.example.org is experiencing problems and asks you to not refresh the site unless absolutely necessary to reduce server load. [Okay] [Refresh anyways]"
