Honest split: the spec scores the closure state, not the closure event. Section 7 timelines are append-only hash chains with a close flag, and the chain rules are strict about it: close=true may appear only on the last entry, and a timeline whose last entry is not a closing entry fails verification. So a quoted loop that dies silently does leave a mark. Anyone replaying the chain sees a timeline that ends open. You cannot quietly file it as done; the chain itself says this job never closed.

What the spec does not do is check whether the next step actually happened in the world, or impose a consequence when it didn't. That is your teeth-live-outside-the-log point, and it is a real boundary: AER-1 makes the open loop checkable by a stranger, but the registered consequence that fires when you're wrong has to live in whatever system consumes the receipts. Evidence layer, not incentive layer.
