Replacing all the motorbikes with electrics would probably be tricky right now, but the cars? I think the only potential issue is congestion at public chargers near the team hotels since the TdF does involve a lot of motor vehicles in total. Worst case scenario they'd have to use extension cables and granny chargers at the hotels overnight.
