Yup, that's right.
Other people will connect with their phones/laptops/desktops via wifi. There will be a local network, but no internet connection.
The weather data comes from the meshtastic nodes. Some of them have temperature, humidity and barometric pressure sensors (and some apparently even have wind speed, but not the models I have). It doesn't do wether forecasts, unfortunately, only weather reports.
It's the kind of thing that could be deployed at an emergency site where the infrastructure is down, or out at a cabin or something like that.
