Yes, though if you have weeds with rhizomes it doesn't hurt to leave them on hard ground for a few days so that they can desiccate a bit before being tossed in. When space in my garden is tight I like to dig the holes with a post-hole digger. Then I can have a 36" pit ... and not even mint is going to escape that depth.
