To be fair I think the problem is deeper rooted than that. Even if the Debian BTS had a wonderfully intuitive Web interface, it would still be ignored by users who don’t know it exists (and they are supposed to use it).
Of course that does not mean it should not be made easier to use, but I don’t think that would be enough to fix the problem of upstream getting bug reports for distribution builds. Maybe on the other hand it would lessen the frustration of the upstream developers who have to interact with it.
