What this also means:
We (Safeguarding Research/Culture (npub1ua3…6srt)) can only rescue things from the flames, can only try to pull them out of the burning building. But we can't stop the fire or extinguish the flames.
Safeguarding only applies to 'dead' things, but most things need a living community to be useful and have value. We can't safeguard living communities, we can only support them.
This is true for Saxony-Anhalt as well as for the USA or elsewhere.
