Take a huge wet towe and cover your dog with itl. (Doesn't need to be very wet though.) When the water evaporates, heat will be extracted from your dog.
Works even in direct sunshine!
We have a cooling west for our bulldog based on the same principle. We just have to pour a little bit of water on it whenever it gets dry. That way we can stay out for hours!
