There's nothing tying the two together. What someone buys when they buy an Image NFT is just the NFT itself. A very small amount of NFTs do actually have images on the blockchain with them, but these are limited to a tiny resolution and abstract.
The Image NFT itself is only a signal that one has purchased "the NFT for a thing". This has no value UNLESS others recognize the Image NFT ownership as meaningful. Which few people did for the average NFT mill. The biggest NFTs during the craze, like the apes and cryptopunks, had some level of exclusive access tied to them - that's the real value they had, til the supporting structures fell apart.
The only NFTs that are still somewhat talked about are the ones Remilia Corp & those adjacent to them in their subculture puts out (like Miladymaker, which also functions as a kind of "VIP Pass" for certain events), but I suspect those are really just a way for Charlie to fund putting his philosophy and such out there, given you're free to reuse the images themselves under the Viral Public License. It reminds me somewhat of Dr Bronner selling soap to spread his ideas.
