I agree that it does not make a whole lot of sense to use P2TR for simple key spends, but the problem is with the witness discount IMO more than with taproot itself
I think removing the witness discount AND capping OP_RETURN at the consensus level are both required alongside with pubkey size limitations to discourage spam.
