Window focus operates in a fundamentally different manner between the two paradigms, and those differences have stuck.
I once used to know the rationale for why Mac doesn't autofocus on the window below the mouse but there was one and it wasn't just some arbitrary choice (but it's lost to time for me). (2/3)
