Recently I learned a trick to reduce the number of deaths in any public tragedy. e.g. 100 people died in a plane crash.

In the news say 3 people died in the plane crash: Mr A, Mr B, and a third unknown person whose details/remains are being unverified.

Then the transport minister goes to 100 families and say, your family member is the third unknown person who died.

The 100 families cannot cross reference each other at a time of mourning, to figure out 100 people died in the plane crash

The public thinks only 3 people died in the plane crash
