Revolutionary Iran continues its complete rejection of the Westphalian order, here after reorganizing Hezbollah since Israel's destruction of its old system in 2024. Allowing an "or else" violence veto against the rest of Lebanon:

TEHRAN, Iran — Iran says its ambassador to Lebanon would remain in the country despite being declared a persona non grata and ordered to leave.
“Our ambassador … will continue his work as Iran’s ambassador in Beirut and remains present there,” foreign ministry spokesman Esmaeil Baqaei says in a weekly press briefing, adding that the embassy in Beirut remains “operational.”
