I decided to try #6-32 screws for a flange-mount SO-239.
They do not fit in the holes, but I remembered I had a tap and die set with a #6-32 tap in it.
It turns out that the mounting holes of a flange-mount SO-239 are great for a #6-32 tap. I didn't even need oil, the tap just went right in, and so did the screws.
I think this is a helpful tip, especially considering that the #4-40 stainless steel hardware usually used is often impossible to find in local shops.
