The reality is unfortunately probably "No one, faculty just got angry that they needed to either use their phone number or pay $3" because it's _always_ faculty that get persnickety. Staff tend to roll with whatever.
EDIT: To add, I wish there was easier so faculty would be happy, because I don't want to frame this as some "staff vs faculty" thing; faculty, especially tenured, just tend to be highly opinionated for anything when it comes to campus things -- even external things.
