Incidentally, if I was in charge of nuclear policy (haw haw haw đ) I would build suicide bomber submarines, because I want meteor-that-killed-the-dinosaurs level firepower. Nuclear weapons never really make sense except as a national suicide belt, so I'd push it to it's logical limit.
