I keep stuff on the lower level (and really need to take a bunch of stuff to Portland, which is the nearest place that accepts household hazardous waste -- and one has to pay if they don't live in Portland. I wish they had another local collection day. Sigh...) Anyhow, but yeah. I'd say keep stuff as low to the ground level as possible.
