The concept of "tax base" in a "privately owned" city is a sign of corrupt thought. 😂
Today, blacks move in and businesses leave, but if we had privately owned cities, blacks would be barred from entry, because a privately owned city would be a wealth-generating engine, and you wouldn't want to ruin it over some white guilt or something. You wouldn't want to alienate your tax base and have them leave for another city; you would just ban the blacks.
