I have no doubt that it will make sense for more high-volume projects to close PRs to known contributors only.

My hope is that there are a bunch of moderate-volume projects where a well-tuned version of this tool can make the low-quality submissions easier to identify. It would also be nice to just make these currently invisible patterns more visible. Maybe there's an opportunity to disincentivize some of this behavior.
