I had to visit a family member in hospital inside that surveillance hell hole last year.
I was on a foreign plated motorbike, supposed to register my details and the bikes 24hr before.

I stopped I a layby just before the cameras started and removed the plate.

I wasn't alone, two other cars stopped and taped over theirs.

The fine for not having the number displayed correctly is less than you can rack up inside the zone, especially if you're not local.
There is no way you can keep up with all the zones, bus lane times, speed changes and cameras and whatever else goes on in there.
