Hm. There are a bunch of individual parameters one could try, but I'm not 100% sure which one to tweak to help with that specific issue.
The x264 arguments (not ffmpeg arguments, but x264; I don't know the equivalent ffmpeg args off the top of my head and they aren't listed in the articles I'm reading) that '-tune:v animation' sets are mentioned here:
