I am mostly joking, but there is a history of French Canadian settlers intermingling with natives, which is the same thing that disqualifies most latin americans from being white.
It's a joke because, by my estimates, most Quebecois have less than 5% native american blood in them, wheras latinos have +15% native american blood in them most of the time.
